IRG-Rail Plenary Meeting in Barcelona
The second IRG-Rail plenary meeting of the year took place on November 18 and 19 in Barcelona. The meeting was chaired by Cani Fernandez and Patricia Cordovilla from the CNMC, the Spanish regulatory authority for rail transport.
The CNMC welcomed representatives from 27 regulatory authorities, including Schienen-Control, to the meeting.
During the two-day meeting, the IRG-Rail working groups presented their progress on the 2025 work program and submitted proposals for the 2026 work program. In addition, the plenary assembly discussed the possible impact of the upcoming capacity regulation on cooperation between regulatory bodies.
The plenary assembly approved the following documents for publication:

Report on the monitoring of freight transport corridors

Report on data relating to service facilities and the further development of the RINF (Register of Infrastructure)

Stabling sidings: a report on market structure, access conditions, and charges in relation to scarce capacity

Performance schemes in rail transport: a European overview
