Schienen-Control as regulatory authority and arbitration body

As a regulatory authority, Schienen-Control monitors fair competition in the railway sector. We ensure that all railway companies have free access to the rail network at reasonable prices. We continuously improve the framework conditions for fair competition. We achieve this thanks to our comprehensive market knowledge and a strong network of railway companies, institutions, and international regulatory authorities. This way, we help to promote innovation for a better and more successful railway system.

In its role as an arbitration body, the Agency for Passenger Rights (apf) mediates in disputes between travelers and the respective rail, bus, ship, or airline company. It ensures that passengers can assert their rights quickly, easily, free of charge, and without commission. The apf is a service center of the Federal Ministry for Innovation, Mobility, and Infrastructure (BMIMI) and is based as a department within Schienen-Control .
