- enforcement of non-discriminatory access to rail infrastructure and service facilities
- monitoring of disclosure and submission obligations of operators of service facilities and allocation agencies
- observation of route coordination procedures
- Market Observation
- function as mediation and enforcement body for travelers (Agency for Passenger Rights)
- conducting competition monitoring procedures for access rail infrastructure, connecting railways, and conditions of carriage for passenger rail transport
- the approval of framework agreements with a term of more than ten years
- the review of charges for access to the rail network, including all its components
- proceedings based on complaints against operators of service facilities and referral centers and complaints
